Make all Project Issue Boards API available even in CE

What does this MR do?

Moves create, update, and delete a single project issue board API from EE codebase to CE to make all Project Issue Boards API available even in CE, which has been a feature divergence between CE and EE Core. Missing parts of %12.1 (complements gitlab-foss#53811 (closed))
