Replacing tooltip in clusters.vue
What does this MR do?
Migrates vue_shared tooltip in app/assets/javascripts/clusters_list/components/clusters.vue to GitLab UI tooltip.
This tooltip appears in the table for connected Kubernetes clusters at Operations > Kubernetes, on the progress indicators for clusters that have the status Creating or Deleting.
