Send notification when PAT / SSH key is revoked / deleted by an admin

What does this MR do?

• Creates a new default-off feature flag - credentials_inventory_revocation_emails. - Rollout Issue
• Sends an email to token or key owners when an administrator revokes them via the credentials inventory.
• Dependent on !45884 (merged) being merged.
