Change from suggest_pipeline experiment to enabled ff

What does this MR do?

Changes from a fully enabled experiment(100%) on .com to a traditional feature flag with default enabled.

We are default enabling since this has already been enabled as an experiment for 100% on .com.

This change then should only have the effect of enabling on self-managed hosts.
