Update tooltip in collapsible_sidebar.vue

What does this MR do?

Attempts to replace vue_shared tooltip with GitLab UI’s tooltip in app/assets/javascripts/ide/components/panes/collapsible_sidebar.vue

Edit: Turns out the code is no longer being used, so this MR now removes the code.
