Draft: Add subgroup_id param to create child epic API endpoint

What does this MR do?

Related to #217115 (closed)

To allow the option to create a child epic in a descendant group of the parent epic's group, this MR introduces a new optional param that can be set when using the following endpoint:

POST /groups/:id/epics/:epic_iid/epics
