Fix Merge Request "Edit in Web IDE" dropdown link on MR diffs page

What does this MR do?

Issues:

• #268301 (closed): The project URL part of the IDE URL was not escaped properly
• #262655 (closed): The button didn't work for merged MRs because source branch was deleted
