Reject active on-demand DAST scan when unvalidated
What does this MR do?
this merge request preemptively prevents users from running active on-demand dast scans against unvalidated targets.
currently it's only possible to run passive on-demand dast scans. soon it will be possible to run active scans that try and actively probe for exploits.
