Resolve "Count of users by role in admin"

What does this MR do?

Shows user statistic per role. Aka 3 users with max permission level reporter, 4 users with max permission developer etc.

Are there points in the code the reviewer needs to double check?

Why was this MR needed?

So admin can count users that do not exceed certain permission level. Requested by Sales and Product people.
