Add Package Hunter job

What does this MR do?

Adds a CI job that detects malicious behavior of program dependencies (node.js dependencies to start with). Uses under the hood https://gitlab.com/gitlab-com/gl-security/security-research/package-hunter-cli and https://gitlab.com/gitlab-com/gl-security/security-research/package-hunter.

The findings of the job will be displayed in the Security Dashboard and triaged by the Security Team.
