Fix ElasticCommitIndexerWorker FK violation

What does this MR do?

This MR fixes ElasticCommitIndexerWorker - ActiveRecord::InvalidForeignKey: PG::ForeignKeyViolation error. Also, it logs events when the project was deleted while indexing is in progress.
