Remove unused number util method

What does this MR do?

bytesToKB was recently added to support the Usage Quotas page in this commit 2c029fcf.

However, the method is no longer used so this MR removes it.

Note This method was introduced in a feature that is behind a feature flag. Hence not adding a changelog here.
