Replace some Gitlab::Tracking mocks with snowplow test helper [RUN AS-IF-FOSS]

What does this MR do?

Replace some Gitlab::Tracking mocks with the snowplow test helper. Many of the remaining specs in .rubocop_todo.yml fail when using the test helper - these will be dealt with in follow-up MRs.
