Enable Rspec/TimecopTravel cop [RUN AS-IF-FOSS]

What does this MR do?

As a follow-up to !44635 (merged), run the Rspec/TimecopTravel autocorrection and enable the cop. Specs that failed after autocorrection have been added to .rubocop_todo.yml.
