Change links to markdownlint and Vale versions
What does this MR do?
The links that are meant to show new contributors what versions of Markdownlint and Vale used in the Docker image point to the Dockerfile.
This change makes it so they point directly to the .gitlab-ci.yml file, where the Dockerfile takes the versions from, and makes it easier for new contributors to discover.
