Issuable Show: Add IssuableBody component

What does this MR do?

This MR adds app/assets/javascripts/issuable_show/components/issuable_body.vue component and its spec which will be used by Issuable Show app.

The component introduced by this MR makes use of following components (added by linked MRs) and doesn't have any significant UI of its own;

• issuable_title.vue - Added in !44732 (merged).
• issuable_description.vue - Added in !44735 (merged).
• issuable_edit_form.vue - Added in !44737 (merged).
