Document workaround for `released_at` in .gitlab-ci.yml

What does this MR do?

As a workaround until #260424 is closed, the released_at timestamp must be surrounded in quotes:

released_at: '2021-03-15T08:00:00Z'

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
