Add missing spec for UpdateMaxSeatsUsedForGitlabComSubscriptionsWorker

What does this MR do?

This MR adds spec for UpdateMaxSeatsUsedForGitlabComSubscriptionsWorker. In case the job update_max_seats_used_for_gitlab_com_subscriptions_worker can't be found .last_enqueue_time should return nil.
