Disable "Clone repository" link for group wikis

What does this MR do?

Local Git access is not supported yet for group wikis, and will be implemented later in #207868 (closed).

The link is still verified for project wikis in https://gitlab.com/gitlab-org/gitlab/-/blob/master/spec/features/projects/wiki/user_git_access_wiki_page_spec.rb
