Add a tooltip for Dependency Path

What does this MR do?

This MR adds a tooltip in in Dependency List's location header.

• The tooltip gives information around the dependency path feature being added in #227620 (closed) and is shown only when corresponding feature flag (pathToVulnerableDependency) is enabled.
