What does this MR do?

In this MR we improve the performance of the spec/controllers/projects/web_ide_terminals_controller_spec.rb spec. In local, the original spec execution time was 55.22 seconds and 9532 queries. After the changes, the new execution time is 28.04 and 2492 queries.
