Remove Intended Users from feature proposal template

What does this MR do?

Removed the "Intended Users" part of the feature proposal template.

This part of the feature proposal template adds no value to the feature proposal and goes against GitLab's value of efficiency. While "Intended Users" shows up in 6655 issues, it shows up in just 53 comments. This means that there is next to 0 discussion about the intended users.

I came to the following two conclusions looking at that data:

  1. Either 6655 issues were written and the Intended Users section was perfect in all but ~53 of them.
  2. No one is reading that section and cares about the "Intended Users" part of the feature template.

I conclude the second conclusion to be more realistic and accordingly believe this section is not necessary. If Intended Users was useful, we should expect to see discussion around the topic, and the evidence shows next to no conversation about it.

Further, the Intended Users takes up 21 lines (over 20% of the template). Since users writing up features will have limited interest in properly filling out a feature proposal, I believe removing a section that provides no value, is a big usability improvement and likely to result in users spending more time filling out the parts of the feature proposal that are valuable.
