Update Secret-Detection template deprecated ENV ref

What does this MR do?

Our secret detection template was referencing a deprecated ENV. We should use CI_COMMIT_REF_NAME instead of CI_BUILD_REF_NAME, see https://docs.gitlab.com/ee/ci/variables/deprecated_variables.html
