Move Feature Flag Issues Route to EE RUN AS-IF-FOSS

What does this MR do?

This route was moved to core as part of moving feature flags to core.

However, Feature Flag Related Issues will remain a Premium or Ultimate feature.

So this MR moves the route back to EE.
