Geo Form - Internal URL More Info Link

What does this MR do?

This change adds a More Information link for the Internal URL field on the Geo Form. Link goes to: https://docs.gitlab.com/ee/user/admin_area/geo_nodes.html#using-a-different-url-for-synchronization

This change also renames the Performance and Resource Management section to Tuning Settings section.
