What does this MR do?
Replaces in-repo SVGs with @gitlab/svgs in Group Value Stream Analytics (Cycle Analytics) EE. This removes v-html from Cycle Analytics EE.
Removes 3 relevant in-repo SVGs. 1 of them (ee/app/assets/javascripts/analytics/cycle_analytics/svg/icon_commit.svg) looks unused before this MR.
