Emergency fix to match with Runtime::Feature flag updates

What does this MR do?

This new test was merged this morning and I didn't realized that there was a change to Runtime::Feature regarding enable/disable FF logics happened around 20 hours ago. I didn't rebase master, hence I now need to get this emergency fix in to fix master failures #258218 (closed)
