Adds debian package type

What does this MR do?

Adds :debian package type to package model.

Context: This was originally added to unblock package events (!41846 (diffs)), but I'm going ahead with the MR as it's gonna be needed for the ongoing debian package effort (#5835 (comment 414103286)).

Debian skeleton has already been added to this would be next step.
