PA: Use similarity search option for GraphQL projects queries

What does this MR do?

This MR switches from the REST API to the GraphQL API in the shared ProjectsDropdownFilter.

For the time being, it introduces the useGraphql prop which enables us to use both the REST and the GraphQL endpoint. Currently, the GraphQL endpoint is being used in Productivity Analytics only but we'll be switching VSA to use GraphQL for querying projects in a follow-up MR, see !43974 (merged)
