What does this MR do?

Migrates the tooltips in the MR widget for the "Squash commits" checkbox to GitLab UI. Additionally:

Changes the About this feature tooltip to What's squashing? to match the docs link that we have in the MR squash commits project settings.
Makes the Required in this project. tooltip accessible by keyboard.
