Add Test Case show

Note: This feature is currently behind feature flag :quality_test_cases, you can enable it on per-project basis from Rails console by running Feature.enable(:quality_test_cases, Project.find_by_full_path('gitlab-org/gitlab-shell')).

What does this MR do?

This MR adds test_case_show app which uses issuable_show internally.
