Display sections and badge counters in milestone dropdown combobox

What does this MR do?

1. Renames project_milestone_combobox.vue to a more generic milestone_combobox.vue because group milestones will be added in the future.
2. Updates the state management to use the Vuex store added in !45287 (merged)
3. Shows separated sections with badge counters.
