Implement prefilled variables backend for run pipeline

What does this MR do?

Related to #30101 (closed)

This MR implements backend work for "Generate Run Pipeline form with pre-filled variables from .gitlab-ci.yml" feature.

~~This is behind a feature flag ci_prefilled_variables. Rollout issue: #255611 (closed).~~

This has no documentation for now because it does not add the feature yet.
