Remove optimized_groups_with_templates FF

What does this MR do?

Related issue: #251080 (closed)

This change removes the optimized_groups_with_templates feature flag. The feature flag was removed earlier, however this part was missed. It's enabled on GL.com for months months. (safe to remove)
