Only allow multiple reviewers in paid tiers

What does this MR do?

It allows multiple reviewers from EE Starter and up. This is the backend portion of the feature #246905 (closed) and the reviewer feature is currently behind a feature flag.

• Informed Infrastructure department of a default or new setting change, if applicable per definition of done

• Label as security and @ mention @gitlab-com/gl-security/appsec
• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
• Security reports checked/validated by a reviewer from the AppSec team
