Add more Issue usage metrics

What does this MR do?

Get a unique MAU count for different metrics Tracks:

• issue created
• issue closed
• issue reopened
• label changed
• milestone changed
• iteration changed
• weight changed

• The MR includes necessary changes to maintain consistency between UI, API, email, or other methods
