Improve projects table in Usage quotas page

What does this MR do?

This MR update the groups/projects table in Usage Quotas page (both User profile and Group profile).

In this iteration only the table rows are updated along with the project avatars to mimic the groups page as seen here (https://gitlab.com/gitlab-org). The statistics displayed when the table row is expanded remains the same the same.

This is the first iteration and many more coming up. Please find the mockups here (internal)
