Add Test Case show HAML view
Note: This feature is currently behind feature flag :quality_test_cases, you can enable it on per-project basis from Rails console by running Feature.enable(:quality_test_cases, Project.find_by_full_path('gitlab-org/gitlab-shell')).
What does this MR do?
Adds HAML view to render Test Case page. By design, Test Cases are just a type of Issues so until now, they were also being rendered as Issues, but that's incorrect since Test Cases don't support everything that a typical issue would.
Known Limitation
Given that Test Cases are rendered via /issues route, left navigation sidebar also highlights Issues nav instead of CI / CD > Test Cases.
