Update Code-Quality.gitlab-ci.yml to propogate REPORT_FORMAT variable

What does this MR do?

This MR updates Code-Quality.gitlab-ci.yml to propogate REPORT_HTML variable as an accompanying update for gitlab-org/ci-cd/codequality#10 (closed). Without this, the environment variable will not be propagated to the docker run command.
