Revise tooltip text of note role badge

What does this MR do?

We introduced note badge tooltip in !40198 (merged), but for Owner badge, the tooltip should be displayed with This user is an owner <...> instead of This user is a owner <...>.

So, It changes tooltip text to This user has the %{access} role in the %{name} project. for solving the a/an problem.
