Add tooltip to clarify interaction of code owner approval and allowed to... values

What does this MR do?

For #35097 (closed)

Adds a small tooltip to the header for the Protected Branches Code Owner Approval toggle that explains that it doesn't apply to users already handled by the allowed to push or allowed to merge dropdown selections.
