Use fuzzy matching for issuable awards

What does this MR do?

This MR introduces fuzzy matching when searching for an award emoji in the MR/issue reaction interface. It uses the same package as the Find File page (fuzz-aldrin-plus).

Related to #17191 (for awards/reactions instead of GFM autocomplete).
