Search API - Allow notes scope for group/global search

What does this MR do?

Issue #222373 (closed)

Advanced Search through the UI allows users to perform Global and Group searches for notes scope. The matching Search API Global and Group endpoints were not allowing this and now they do!

Documentation updates included.

Updated API spec to always include notes scope for tests.
