Enable ci_new_artifact_file_reader by default

What does this MR do?

Related to #212373 (closed) #249588 (closed)

This MR enables ci_new_artifact_file_reader feature flag by default.

And adds the changelog which was not added in the original MR because of the FF.

The feature flag has been fully enabled at 19:52 UTC.

Note: This is in WIP because I haven't enabled for 100% yet.
