Remove usage of Gitlab::Alerting::NotificationPayloadParser

What does this MR do?

This MR removes all reference to Gitlab::Alerting::NotificationPayloadParser as part of migrating to use Gitlab::AlertManagement::Payload classes to interact with payloads of various formats.

This contains no functional changes.

This is additional cleanup from !41220 (merged), which made NotificationPayloadParser nearly obsolete.
