Draft: Add check for live production system

What does this MR do?

Part of https://gitlab.com/gitlab-org/license-gitlab-com/-/issues/182

The method Gitlab.com? returns true if the domain is https://gitlab.com and includes subdomains. With this change a new check will check if the domain is https://gitlab.com and will exclude subdomains.
