What does this MR do?

Keeps sidebar-top-level-items item active and sidebar-sub-level-items expanded for billing view.

Are there points in the code the reviewer needs to double check?

This has been tested with other paths not the billing path since this feature is not available in https://gitlab.com/gitlab-org/gitlab-ee.

Why was this MR needed?

To maintain sidebar navigation state.
