Improve DistinctCountByLargeForeignKey cop

What does this MR do?

Improve DistinctCountByLargeForeignKey with more allowed keys and string parameters

• Removes UsageData/DistinctCountByLargeForeignKey for some metrics
• Puts allowed foreign keys in alphabetical order
• Improves UsageData/DistinctCountByLargeForeignKey to accept both string and symbol arguments
