Safeguard initalizations

What does this MR do?

• Safe guard search initialization

  The search initialization errors on pages that don't have a search (e.g. login, terms agreement page)

• Safe guard performance bar initialization

  On certain pages, where the performance bar isn't loaded, the initialization will error out.
