Assign reviews to hungry reviewers first

What does this MR do?

This causes Reviewer Roulette to suggest reviewers with a "hungry" status instead of other reviewers, as suggested in #243712 (closed).

The hungry attribute would added to gitlab-roulette in https://gitlab.com/gitlab-org/gitlab-roulette/-/merge_requests/14.
